​व्यवस्थापिका र कार्यपालिकालाई खुला पत्र

माननीय सांसदज्यूहरू, प्रधानमन्त्रीज्यू एवम् मन्त्रीज्यूहरू,

आज राष्ट्रिय भुकम्प सुरक्षा दिवसका अवसरमा यो पत्र लेख्दै छु । मलाई लाग्दैन देशका सबैभन्दा शक्तिशाली र जिम्मेवार व्यक्तित्वहरूलाई सानातिना कुराहरू सम्झाइरहनु पर्दैन तर मन मान्दैन । २०७२ वैशाखको भुकम्प पीडितका सम्बन्धमा केही कुरा गरौं भन्ने लागिरहेछ ।

हामी (यहाँहरू समेत) सबैले कुनै न कुनै रूपमा वैशाख १२, २०७२ को भुकम्पले ल्याएका समस्या भोगेकै हौँ । दुर्गममा भने मानिसहरूले अझ धेरै समस्या भोग्नु परिरहेको छ । उनीहरूले बाँस गुमाए, आफन्त गुमाए तर आश मारेनन् । हामीलाई लागेको थियो हाम्रो अभिभावक कहीँ छ, गरीब नै भए पनि हाम्रा दु:ख कम गर्न सक्ने अभिभावक ।

तर हाम्रा अभिभावक हाम्रा पीडा महसुस नै नगर्दा रहेछन् । कसरी सक्नुहोला जब यहाँहरू वातानुकुलित घर, कार्यालयमा बस्नुहुन्छ र त्यस्तै सवारीसाधनमा यात्रा गर्नुहुन्छ । हामीले हरक्षण महसुस गर्ने चिसो यहाँहरू महसुस नै गर्नुहुन्न । हाम्रा पीडा बुझ्नै सक्नुहुन्न ।

सक्षम, असक्षम; धनी गरीब जे भए पनि हामी यहाँहरूमाथी नै भर पर्नु परेको छ राजनीतिक दाउपेच र भ्रष्टाचारका कारण । केही भुकम्प पीडितसँग पैसा छ, घर बनाउन सक्छन्, बनाइरहेका पनि छ्न् । कतिले पैसा भएर पनि बनाउन सकेका छैनन् । यहाँहरूले नै भन्नुभएको थियो- “भुकम्प प्रतिरोधी घर बनाउनुपर्छ भविष्यको सुरक्षाको लागि ।” उनीहरूले माने । उनीहरूले प्राविधिकको आश गरे । कम्तिमा प्राविधिक तालिमको आश गरे । तर यहाँहरूले निराश बनाउनु भयो ।

अधिकांश पीडितसँग खान एक गाँस छैन । आर्थिक सहयोगविना घर बनाउन सम्भव छैन । एउटा पुनर्निर्माण प्राधिकरण बनाउनु भयो, प्रमुख आयुक्त कसलाई राख्ने भनेर विवाद गरिरहनुहुन्छ । यहाँहरूले भुकम्प पीडितका नाममा फोहोरी राजनीति गरिरहँदा उनीहरू चिसोले काँपिरहेका छन्, निस्सासिइरहेका छन् । यहाँहरूले नियमावली बनाइरहँदा बालक र वृद्धहरूले ज्यान गुमाइरहेका छन् ।

यहाँहरूले राजधानी नजिकका पीडितलाई त केही गर्नुभएको छैन, दुर्गममा केही गर्नुहोला भन्ने त आश छैन । तर वचन दिनुभएको छ र त्यस्को लाज राख्नुहुन्छ भन्ने कामना गर्दछु किनभने जसले वचनको लाज राख्दैन त्यो त मान्छे नै होइन । तर केही सहयोगी मनहरूले वचन नदिएर पनि धेरै गरेका छन् । धुर्मुस-सुन्तलीले गरेका कार्यले यहाँहरू लज्जित हुनुपर्ने हो । उनीहरूको कदमले केही पीडितलाई आशाको किरण देखाएको छ, समुदाय दिएको छ अनि भविष्यको मार्ग पनि दिएको छ । धुर्मुस-सुन्तलीले गरेको कामको एक प्रतिशत मात्र पनि यहाँहरूमध्ये हरेकले गर्नुभएको भए, पीडितको जीवन कम्तिमा पाँच सय प्रतिशत राम्रो भैसक्ने थियो ।

भुकम्प पीडितले धेरै समस्या भोगिरहेका छन् । यहाँहरू शक्ति सन्तुलनमा व्यस्त हुनुहुन्छ तर केही समय निकालेर मनदेखि उनीहरूका घाउहरूमा मलम लगाउनुहोस्, आशीर्वाद लाग्नेछ । किनकि जनताको आशिर्वादविना यहाँहरू सत्ताको खेल खेल्नै सक्नुहुन्न ।

​An Open Letter to the Members of the Parliament and the Executive

Dear MPs, Prime Minister and Ministers,

I have written this letter on the occasion of Earthquake Safety Day to the most powerful and also the most responsible people of this country (each one of you) to remind you on an important matter related to the victims of the 2072 earthquake. Honestly, I don’t know if you think it’s important. I don’t even think I should tell you anything on this matter but I could not stop myself.

We (that includes you as well) all suffered the problems that came up after the earthquake on Baishakh 12, 2072. Some suffered more because they lived in the rural parts of the country. They lost their shelters, and relatives but they had not lost hopes. We believed we had a guardian. Poor, yes, but a guardian nonetheless, who would help us in making our homes as quickly as possible.

We had not known, however that our guardian did not feel our pains. How would you? You are living in air-conditioned houses and workplaces, you travel in air-conditioned vehicles. You have forgotten the cold we have to face every moment. You can never feel our sufferings.

However you may be: capable or incapable, rich or poor, we are dependent upon you. You have made us so by your political tricks and corruption. Some of the victims have money. They can build our homes and have built their homes. Some have not been able to build homes because you said, “You must build earthquake resistant homes for the safety of your future.” They agreed. They hoped you would provide them with technically skilled human resource or at least train us. They don’t understand what models of houses are earthquake resistant. You did not train them.

Most of the victims do not have a morsel to eat. Constructing a house is not possible without financial aid. You have set up a Commission for Reconstruction but you discuss over the Head of the commission. You do dirty politics in their name while the cold makes them shiver, suffer and suffocate. Children and elderlies have died with cold while you took time just to make mere regulations.

You haven’t taken care of the victims who are close to the capital. I don’t expect you will do much for those in the rural.  But you’ve given word that you will look after us. One who cannot keep his word is not a man. However, noble hearts have done a lot without promising anything. You must have felt ashamed by what Dhurmus-Suntali have given for the victims: a beam of hope, a community to live with and a path for future. If all of you did a percentage of what Dhurmus-Suntali have done, their lives would have been five hundred percent better than what it is today.

The earthquake victims have been through a lot of troubles. I know you are busy in your power politics but I want you to manage some time supporting them, healing their wounds.

May the earthquake victims bless you for your future endeavors!

Congratulations Girl, You Have Broken The Iron Gate!

Dear Ankita,

Congratulations! You have broken the “Iron Gate” has been weakened over the recent years. This year, they almost melted it and by next year, the gate will be on a new location. Well, that means you might have to break it again. But don’t let that worry you. Because that gate won’t be of iron, it will be of gold. Harder to break, of course.

There are only who friends who can always help you- hard work and sincerity. You need to keep them with you. Never let them fly away. Never leave them. When they are together, the world will be with you. All your weaknesses will turn into strengths. You’ll be a good human being.

Numbers are important to get you up to the greater levels. But they are not what you will be known for. You’ll be known for what you really are. Three hours of examinations worth hundred points are not the measures of your real capabilities. Your capacities are determined by the examinations of your behaviours as a human being, your moralities and the way you can inspire others.

Life’s nothing but struggle. You can never turn away from it. Face it with smiles. You will get what you want. You’ll be able to break all the gates you face, whether it be of gold, platinum or diamond.

[Note to the readers who may not understand the “Iron Gate” metaphor:
The School Leaving Certificate Exams (aka SLC) at the end of Grade 10 was termed the Iron Gate. Maybe for the hype it gained, maybe for the opportunities it opened. The introduction of GPA (Grade Point Average) lowered the pressure of SLC. And from the next year, Grade 10 students will not give the SLC exams, ending 82 years old examination system.]

What would I do without you? You make me the person I am. You three are the best people around me whom I can trust forever.

I would never have written this without you, Ankita. If you are not come up with the origami booklet, these words would not have been penned and they would not have come up on my blog today. Thank you, my sister. If you had not brought up the idea, I would have been thunderstruck on the most amazing day ever- the day on which Mother’s Day could be celebrated together with Father’s Birthday. When will such a chance be conjured again? I would have missed it if you had not done it.

Thank you Mamu for tolerating me. I am not easy to handle. You have said it again and again. To bear the thoughts of someone who lives more on dreams and online than reality can be troubling. It’s difficult to take care of me. But you have taken it in your safe hands. That’s why I don’t need to take care of myself while you are around.

Thank you Baba for shaping my personality. My personality is influenced by all three of you in my family but you are the one I feel my characters match to a great extent. I have learnt a great deal through you. Thanks a lot for giving me your attention and making me the way I am.

I know I am not the best but everyday I strive to be better. I might lack the essential skills to face the world. I might have been obstinate at times. I might not have lived up to your expectations. But I’ll ensure that I use the goodness you have fed into me to go on with my life. I will always make sure that I will be with you, in both my joy and sorrow. I promise I will make you proud.

(A note on Matatirtha Aunsi aka Mother’s Day on Friday. Aunsi is the new moon in Lunar Calendar used in Nepal. Fortunately, it was also the birthday of my father according to the Solar Calendar.)

संविधान सभामार्फत  भोलि (आश्विन ३, २०७२) संविधान जारी हुँदैछ | यसै अवसरमा यो खुलापत्र लेखिएको छ |

माननीय सभासद्ज्यूहरु,

नेपालको संविधान, २०७२ संविधान सभामार्फत बहुमतले पारित भएकोमा बधाई दिन चाहन्छु | दोस्रो संविधान सभाको चुनाब भएको ठीक २२ महिनाको अन्तरालमा यो संविधान आएको छ | वैशाख १२ मा भूकम्पको झट्काले नबिउँझाएको भए सायद अहिले पनि संविधान आउने थिएन भन्ने कुरामा मा विश्वस्त छु | त्यो भूकम्प सायद हाम्रो लागि बरदान बनेर आयो | यद्यपि, यो पुराना कुराहरु कोट्याउने समय होइन, यो त हर्षोल्लासको समय हो – संविधान जारी भएको अवसरमा |

तर हर्षोल्लासको माहोल अझै बनिसकेको छैन | मैले पहिले नै भनेसकें – यो बहुमत नेपालीले स्वीकारेको संविधान हो | फेरी दोहोराउन चाहन्छु – “बहुमत” किनकी अधिकांश तराई/मधेसका नेपालीहरुले यो संविधानलाई अपनाउन चाहेका छैनन् | उनीहरुलाई तीन ठूला राजनीतिक दलहरुले बहुमतको तुजुक देखाएर एउटा यस्तो पुस्तक तयार पारिएको भन भएको छ, जसलाई उनीहरुले “संविधान” मान्नु पर्नेछ | यस्तो गहन समस्या देखिनामा यहाँहरुको दोष देखिन्छ |

“मधेश”को प्रतिनिधित्व गर्ने यहाँहरुमध्ये केहीले संविधान निर्माणको प्रक्रियाबाट हात झिक्नुभयो | मधेसमा गएर एउटा आन्दोलनको सुरुवात गर्नुभयो, जुन अप्रत्यासित रुपमा हिंस्रक बन्न पुग्यो | यद्यपि तपाईंहरुले हिंसा भएको स्विकार्नु भएन (आज सम्म स्विकार्नु भएको छैन) | ठूला राजनीतिक दलहरुले बनाएको कार्यपालिकाले र तपाईंहरु दुवै पक्षले तराईका जिल्लाहरुमा हिंसालाई प्रोत्साहन गर्नु भयो | अनि तपाईंहरु पनि संविधान निर्माण प्रक्रियामा फर्केर जानु भएन | यसो गरेर तपाईंहरुले जनताले दिएको भोटलाई अस्वीकार र अनादर गर्नुभएको छ | एउटा सुवर्ण अवसर बाट चुक्नु भएको छ |

तीन “ठूला” दलका प्रतिनिधिहरु भने कटिबद्ध भएर लग्नु भएको देखियो, जुन असाध्यै राम्रो पक्ष थियो | तर पचासौं तराईवासीको जीवन गयो यो संविधान जारी हुनु अघि | मधेशी नेताहरुलाई सहमतिमा ल्याउन तपाईंहरुले कोसिस गर्नुपर्थ्यो | संविधान बनाउने काम सगरमाथा चढेको भन्दा पनि गाह्रो छ – मैले बुझेको छु | तर बहुमतको साटो सर्वसम्मत संविधान आएको भए संविधान अनि खुसियालीको अर्थ पनि बढ्ने थियो |

अन्ततः संविधान बनाएर विकास निर्माणको मार्गनिर्देश गर्नुभएकोमा कृतज्ञ छु | यो संविधान जारी भएपछि नेपालले सम्मुनातिको मार्गमा छलांग मार्नेछ भन्ने आशा राख्दछु | भूकम्पले ध्वस्त बनाएका संरचना पुनर्निर्माण हुनेछन् र नयाँ संरचनाको निर्माणमा पनि सबैको ध्यान जानेछ भन्ने कामना गर्दछु | यहाँहरुलाई म फेरि पनि बधाई दिन चाहन्छु र भगवान पशुपतिनाथ नाथ (मैले कसैको धार्मिक आस्थामा चोट पुर्याएँ कि ? राष्ट्र धर्म निरपेक्ष भनेर घोषणा भैसकेको छ !) सँग हामी सबै सुरक्षित र खुशी रहन सकौं भनि प्रार्थना गर्दछु |

An Open Letter to Honourable CA Members

The constituent assembly (CA) is going to promulgate the Constitution of Nepal, 2072 tomorrow(Ashwin 3, 2072) at 5 P.M. This is an open letter to the CA members.

Honourable CA members,

I want to congratulate you all for being able to draft a constitution acceptable to the majority of Nepalese. It took almost 22 months since the election for the second constituent assembly for the drafting. Had the earthquake not struck on that fateful day of Baishakh 12, I am sure the constitution would not have been drafted by now. It seems as though the earthquake had come as blessing in disguise. Anyway, this is not the right time and place to discuss on the earthquake. This is a time of celebration. Celebration of the promulgation of People’s Constitution.

There is not a perfect mood for celebration, however. As I have already said, the majority of Nepalese have accepted the constitution. I, repeat, “majority” because the most Nepalese from the Terai/Madhesh are still not willing to accept it as their constitution. They have the impression that the three large political parties have used their power of majority to draft this book, which they have to call a “constitution”. You all are to be blamed on this.

Some of you representing “Madhesh” decided to leave the constitution-making process. You went back to the Madhesh and then began a strike, which suddenly turned violent. Yet you denied (and you will still deny)  that there was any violence. Both the executive, which includes the mainstream parties, and the protesters promoted violence in the districts of Terai. And you did not step back to involve yourself in making the constitution. By doing so, you have denied and dishonoured the votes of people who had elected you. You have missed the opportunity of a lifetime.

Those of you belonging to the three parties (Nepali Congress, CPN-UML and UCPN-Maoists) seemed adamant in drafting constitution, which was good to see. But it came at the cost of almost 50 lives in the Terai. You should have worked out the ways to include the leaders from Madhesh. The drafting of this constitution was not easy – it was more difficult than climbing the Everest, I understand. But if a larger number of citizens had accepted, it would have been more meaningful.

Finally, I would like to thank you on the behalf of all Nepalese for showing us a way out into the path of development. I believe that with the promulgation of this constitution, Nepal with take a leap into the path of prosperity. The infrastructures damaged by the recent earthquake will be reconstructed and new infrastructures will be established in all the corners of the country. I congratulate you all again and pray to Lord Pashupatinath (I don’t think I have offended anyone, have I? The country has been declared secular!) that we all remain safe and sound.
